I assume they had a story they wanted to tell and instead of making a new IP they threw it into a Max Payne game for the name recognition it would gain. I mean there really was no reason for it to be a Max Payne game story wise. But it's not really a Max Payne kind of story. Max Payne 3 is a great game and even has a pretty good story.
